Summit has a complete 350 rebuild kit for around $230 bucks. If your cylinders aren't toast hone them, polish the crank. Oil pump, steel sleeve shaft, cam and lifters -you're at like $400 bucks. For the heads - remove and clean all valves - lap them in and you've got a budget poor mans rebuild. If you need machine shop service then you need machine shop service and of course the price goes up.

i built a shortblock long rod 406 with good stuff and was right at $1000. add reman heads and be almost at your $1500 goal. i think its very easily attained.
ex G-body drag fan. best was 11.86 on a 93 octane SBC street car.
