If you have the turn-signal assembly out of the way, your right where you need to be, On my 83, there is a torx-head screw that holds the cylinder in place, it is a black screw right into the cylinder from inside behind the turn-signal assembly.
On the older trucks there is a tab you have to depress to get it to come out, you need a thin flat screwdriver, there should be an opening on the top of the cylinder to slide it into.
The key must be in the cylinder to remove it, however I believe it needs to be in the lock position, since yours will not move, check the lever that the cylinder actuates, its a funny key-shaped silver rod on the opposite side, it may have slipped or broken.
