Someone must have used some sillicone on it, if you have the clamp off it shuld pull loose.
1. maybe use channel locks just below the base and try to twist it.
2. If there is enough room pull the intake with the distributer and deal with it afterwards.

i have tried a 1" wrench to turn it, with no luck...pry bar....off the empty intake man......ive put penatrating oil on it by the can..  i think its stuck on cam or on the oil pump shaft...  i really didnt want to pull the pan and handle it from there..

You may just have to keep repeating the process of penetrating oil (overnight) and channel locks or the 1 inch wrench until it breaks free.

If it is not twisting, that leads me to belive its stuck on the intake manifold. See if you can slice it at the base with a razor blade. I cant see it getting stuck in the cam or oil pump shaft, even if it was you would be able to twist it. Since you have the intake loose, can you lift the intake straight up a little bit that will tell you if its stuck to the cam or pump shaft. Is this a known running engine? If it sat the distributer could be locked up in the bosses in the block.

This may be a long shot..........if the intake is loose and slightly up it may be locking the shaft of the distributor. In other words maybe its got it torqued because the hole is no longer exactly vertical.  The cam gear and the distributor gear are locked as well at the oil pump shaft, if the distributor shaft is being  pushed forward or backwards.

Was the truck running prior?  Is the cap and rotor off?  Is it rusty inside.  I have had to put a prybar on my 90 Burb to get the distributor out and it was so bad, I just replaced it.

Try two prybars on either side on the valvecovers and give it a pop.

The hole in the intake is alot larger than the distributer body, its locked in the bosses in the block. Spraying lube isnt going to get into the boss in the block. The dist body is alumnium and when it corodes it swells. Your going to have to use some delicate force.

I dont think he can get the intake off, the distributer is stuck in the bosses in the block.

Try using something a little stronger, like Berrymans B12.  Flood it in around the base of the distributor so that it trickles down the outside of the distributor shaft toward the oil passage area.  Continue to work the distributor both around and up-and-down.  Alternate with some PB Blaster.  Eventually you should cut through the gum and varnish and pull it free.  If you have access to a slide hammer, use a "fork" under the upper housing and pop it free that way.  Snap-On makes (made) a distributor puller attachment just for this purpose.  Though rare for Chevy, this used to be a common problem with Ford small blocks.
