Does that sound like a stretched cable or a bum spring in the drum itself?  I'm just looking for some general thoughts before I go tearing into something I don't need to.  Thanks for any input

Make sure you adjust your rear brakes, if that doesn't work then tighten the e brake bolt under the drivers seat by the frame.

You need to pull the drums, clean and inspect. Ensure the shoes are fully seated on the anchor pin and adjust the shoes. Don't mess with the cable until you do so.
