Pivot Shaft

The rubber bushings on the lower pivot shafts are starting to make noise when they dry out.White lithium grease does the job till it rains,but I know this is just a band aid.I know the rubber bushings will need replacing but my question is this.Should I replace the shaft at the same time and will both upper and lower need to be done,or just the lower.

IMO, anti-sieze works better than lithium grease.
