I can't cypher the gas out because it won't let me and i can't find a drain plug. Does anyone know how to drain these gas tanks?

Best thing I found to do is to torch a hole in the tank with an oxy-acetylene torch ........just kidding don't do that....
But seriously, you should be able to just siphon out of the filler neck

Reach up thru the front area of the rear fender wheel well, loosen the clamp on the filler hose, remove the hose off the tank, syphon the fuel out directly at the tank, bypassing the filler hose completely. Your syphon hose is probably having issues making the bends in the filler hose to get into the tank.
