Find someone local with a GM Tech 2 Many small shops and some individuals have em. I have a working Tech 2 Clone with a GM 33.004 PCMCIA card but I'm in New Hampshire. Programming keys and Fobs is fairly straightforward as long as there are no problems with the BCM or Keyless remote module. A 2000 Malibu is a GM N platform.Gather all of your remote Fobs and install fresh batteries.Make sure the car battery is fully charged and holds above 11.9VAttach the GM Tech 2 scan tool to the OBD II port and power supply Turn ON the ignition with the engine OFF Power On the Scan Tool Hit Enter Main Menu > F0: DIAGNOSTICS Vehicle identification – Model Year > 2000 Vehicle identification – Product Type > Passenger Car Vehicle identification – Product Make > (1) Chevrolet Vehicle identification - Product Line > N Diagnostics > F6: Body and Accessories Vehicle identification - Service Categories > Keyless Entry Body and Accessories > F5: Module Setup Module Setup > F0: Body Control Body Control Module > F0: Program Key Fobs Program Key Fobs > F0: Invalidate all key fobsFollow the prompts to re-program all of your Fobs

I was referring to the Tech 2, your right, there are a few other non-GM scan tools that will do it.
