Help with Windshield Wiper Problem on 1983 Silverado

My windshield wipers go up one time and will not return unless I physically force them by hand.  Can anyone tell me how to troubleshoot this problem?  I turn them on, they go up once and stick.  83 Silverado C 10

It's probably time to replace the wiper motor but you should inspect the linkage.
