Well it isn't hard to get rid of the stuff. It is illegal however. Why not just replace the egr and replace vacuum lines, because it seems as though you have a vacuum leak with the rpms so high. Your butterflies should only be closed when it is cold. Or else, adjust your choke coil--if you have one on an 84. My 79 has one.
All else, get a carb kit and rebuild that.
