Steering lock pin

I have a standard shift tilt wheel with lights and wipers on the stalk, I replaced the turn signal switch and headlight switch.  The spring that moves the locking pin into the plate was broken.  I replaced the rack and the spring but I can’t get the pin to slide out when the key is switched to off.  Anyone have a picture of the proper install?  Or ideas?

Sounds like you don't have it clocked correctly. Time to take it back apart.
