hey on a edelbrock 600 carb. there are 3 vaccum ports on the front do both small ones do the same thing?

no. One is manifold vacuum and the higher one is ported vacuum which only receives a vacuum signal when the throttle plate is open.

should my hose that hooks on for my heater be on the pass side?

The hose for your heater controls should go to your vacuum reserve canister. The other hose from the canister can go to the non ported (the lower) port on the carb if you have no vacuum taps on the intake.
