Does anyone have suggestions on how I can get my truck parts that are required for emissions in the state of Virginia

If you give your VIN number to the Dealer, they should be able to tell you what the truck cam with (air pump, EGR, cannister). Also, it should be on your routing diagram sticker under the hood or maybe the dealer can sell you a new one.
Also, I wouldn't run a chevrolet 302 in a truck, that's probably worth enough coin on ebay that you could build almost any engine. Just my opinion, but do what you want.

I would question the 302 power, they were a DOG for the street. They made power in high rpms, something a truck wouldn't like. what is the PN of the block?

I don't think your vin# is going to be of much help to you at this point. The VECI label under the hood is what all states are supposed to go by. Is there an under hood inspection in your state or just a tailpipe test? Your factory engine would have had at the
least
an EGR, Evap system, and catalytic converter.

Unless you live in the Wash, D.C. metro area in Northern Va or near Va. Beach, you don't have to worry about under the hood inspect or tailpipe sniffer. Here in Richmond, I don't have to have any of that, except a cat converter. They don't even pop the hood to check egr or correct air cleaner.
I chose to keep my 79 chevy w/ all stock stuff just in case one day, Richmond will have those types of inspections.

But, usually here in the Commonwealth of Va, all you have is annual safety inspections.

My chevy dealer's system doesn't even recognize my VIN (78 C20) If it doesn't have 14 digits, your VIN is useless to the dealers.

Throw antique plates on it if it is over 20 years old. My 65 GT Mustang Convertible has antique plates.
