Does anyone know how to tighten the latch on the wing windows?

Is it the actuall latch that is loose? There is a spacer washer behind it. Is it still there?

yea washer is still there, when you try to shut it takes at least 2 pennies to get it close to tight .with no spacers the latch is about an 1/8 away from the latch plate

Make sure the hinges and frame are tight. If so replace your weather stripping.
