Hog, Sure, sounds like a good plan. One concern is the 65cc, is your engine 10.5 with this cc or what you have now? 10.5 (in a 406) is getting up there for pump gas in a relatively heavy vehicle, your going to need to be careful about detonation. If you have a true 10.5 now with 76cc heads, you better pass on the Eagles, unless you want to change pistons. If you want to make good power (which those heads will support) you need a bigger cam...240+ @ .050 duration - .550 lift or a little better, also with more overlap, the engine will be a little less prone to detonate.
