check this set out at autozone what was someone thinking only putting in one valve cover gasket

A lot of newer vehicles gasket sets are like this.  Plus you can buy valve cover gaskets  that service just one cover if need be.

That whole series in Fel Pro MS9800xT are revised GM gaskets to fix the famous GM leaky corners on the OEM gaskets.  they have them for the 3.1, 3.4, 3.8, 4.3 and small blocks.  Last I heard GM had a TSB to replace the OEMS with Fel Pro.  I believe the whole series only comes with one valve cover gasket.

it does only come with one valve cover gasket the other one you have to "special order" go figure lol

Did you buy one and only get one gasket? If it says valve cover gaskets then they owe you a vc gasket.
