No, 95 would have a 4L60. They are controlled by the ECM.

why would the ecm have to be plugged in if the 350t has no ecm to plug into? i can understand putting the 4l60e into a 79 you need the ecm but the other way why would you need it?

Assuming you are talking about a T10 Blazer, in 1995 it used a 4L60E. A TH350 4wd trans will not be a direct swap. You could make it work if you really wanted to.
