yes, most parking lots are private property, but local police can enforce state and local laws because those parking lots are open to the public. at the very least, you can get a loitering citation. no complaints need to be made, police can act on their own free will.

even if you ask a cop and they tell you something, if they dont give you the vehicle code and so you can look it up, dont trust it. For example, when I asked a cop about transporting my handgun in my truck, I went and double checked that penal code section he gave me. Even cops have to revert back to their penal and vehicle code books once in awhile, and theres nothing wrong with it.

Grim, that is hilarious!  Take it from one who always uses quotes against someone, that's good.

cops don't have state codes memorized.  We have a small booklet that has the most common code violations and use that to fill out summonses.  There are also entire sets of state codes at the magistrate's office, who actually hear the officers' testimony and decide to incarcerate or not and decide on bail amount and araignment date.  All the resources are in the  magistrate's office and they are open 24/7.
More and more of our vehicles now have laptops and internet in them.  Each state has a website that has the entire state code on them with a search browser.  Gotta love technology.  Even then, many times we confer with the elected commonweatlh attorny (or district attorney) as to what charge they would more like to prosecute after they hear all the evidence.

I will tell you this, you will violate approximately at least 3 or 4 town/county/state ordinances by blowing one of those train horns that your vehicle is illegally equipped with.  The best area to use those is if you live way out in the country--and don't overuse it or they'll be on to you.

Okay guys. I appreciate all the insight and Information. Grim, that was pretty funny. Ill dig a little more into it, see what it takes for them to be DOT approved, there has to be certain guidlines or stipulations. Big tractor trucks have air horns that are legal, so there must be sonething like, certain decible rating or PSI. I know of at least 10 vehicles in my area that regularly blow train horns, maybe I can stop and talk to one of them about their experience with cops. If anything, ill put then on for show, they only cost my 40 bucks to make.

im betting the train horn wont be able to be DOT approved. what is the difference between the train horn and the tractor truck air horn? Those are modified as well. Plus, why get a huge horn and have to turn down the volume just to be legal? sounds like a waste to me.

it all depends on decibel levels. 

Tractor trailers may be allowed a higher sound level because they are so heavy and hard to stop fast, so they may warrant extra loudness.

no train horn is legal on the road, they are too loud.  and if you did get one down to low dB levels, what's the point?  it would end up as loud as a stocker probably and they wouldnt sound right.  you'd be running like 25psi to them. 

people just run them anyway and hope they dont get caught.  from what I heard its not a big deal (ticket-wise) unless you cause a wreck or something.  and i hear of many people getting warnings, not tickets, so as usual depends on the cop and how his day's going.  :)

I want some, and will have some one day when i get around to it. 

every car I've owned has had at least 2 or 3 illegal things on it. sometimes i get busted, most times i dont.   ;D

I think age factors into getting a warning also. I dont get pulled over for mods that I used to get pulled over for.

Quick little story, I tried to renew my registration online and it said to contact the dmv offive, it was up on the last day of sept. So I got a temp tag that expired on Oct  5th so my dad could grt to the DMV, the truck is in his name for insurance purposes. I wrnt to QuikTrip last night  about a mile away from my house at 2 am. I forgot my temp tag expired at midnight. while I was paying for my drink, I turn around and a cop is running my plate. He waited for me at the exit of the parking lot. When I left, he got behind me and before he turned on his lights I flipped on my hazards. He turned on his lights and pulled me over. He asked if the truck was mine or my dads, and told me the plate was suspended. I told him my dad tried to go to the dmv today and they wouldnt take anyone after 4pm, so hes going tomorrow. I have current insurance and the temp tag expired at midnight. he took my insurance card and my id, came back and asked where I was going. I told him home and he said get there qui k and safe because if another officer pulls me over ill get a ticket. Coolest cop ive ever dealt with.

Your story was believable and the judge would've given the officer crap had he stroked you and brought you into his courtroom for that.

Speeding is one thing but if you do something that causes more attention to yourself then the cops will notice you. Like my 79 k20 it has a 6” suspension lift in Maryland your “cant” touch the suspension. But as long as I don’t go around town blowing my horn or piping people or speeding then the cop will let it go
