Getting water in the cab on the right side floorboard

I have a 1982 Chevrolet C20 that I bought from a friend a few months ago.  I yanked out the original vinyl floor mat and found rust on the passenger side floor.  I pulled kick panel that has a rubber flap with a vaccum tank on the passenger side and discovered the water was dripping through the oval opening.  I popped the hood and after some time I finally found out that the water is getting into the rubber where the hood hinge bolts to the firewall and dripping into the cab.  I got a new gasket from   for the oval opening on the inside of the cab where the rubber flap goes.  I just dont think that water should be running down through there.  What should I do?
