Steering shaft lower bushing/bearing assembly

I did a quick search and didn't immediately see anything specific to this so here goes...
When installing the lower column steering bushing and bearing, is it best to; (1) do the white plastic bushing and then press the bearing in or (2) press the bearing into the bushing and then assemble to the the lower column shaft?

As long as it's seated and the snap ring is in the grooves with the notch lined up you're golden.

Yes, the ultimate goal...
Having done this simple process now, the recommendation is to do them separate after cleaning up the shaft and removing any burs. It wouldn't be difficult to assemble them first but definitely annoying to try and slid them on the shaft and getting the bushing in the right slots without damaging it.
